Design website help!!!

Does anyone have any pointers on creating a website? I would prefer it to be free. I have been looking into this for a couple weeks, so I know there are free web hosting available. I am just not too sure how it all works. Any ideas would be greatful. I am Sec. of Abate in Martin County so I decided to take this task on. I am thinking maybe this was a little too much for me.
